A US Marine has been detained in Japan after the body of a 39-year-old woman was discovered inside a hotel room in Naha, Okinawa, prompting renewed concerns over crimes involving American military personnel.
Japanese authorities identified the suspect as 20-year-old Lance Corporal Devin Jacob Ballard, who is stationed at the US Marine Corps Air Station Futenma.
Police said the alleged offence was unrelated to his military duties, giving Japan primary jurisdiction over the case.
The victim, identified by Japanese media as Anna Yagi, was found dead on 3 October.
Local reports citing investigators said surveillance footage showed a man believed to be Ballard entering the accommodation with Yagi before departing alone with her possessions.
Police are investigating reports that she may have been strangled with a cord.
Japanese Prime Minister Sanae Takaichi condemned the incident and lodged a formal protest with Washington, urging greater control and discipline among American troops stationed in the country.
Defence Minister Shinjiro Koizumi also expressed anger over the case, saying offences involving US military personnel create serious concern among residents.
The US Marine Corps said it was working with Japanese investigators, while the American Embassy in Tokyo confirmed cooperation with Japanese officials.
Japan’s foreign ministry also summoned US Ambassador George Glass following the incident.
The development has triggered demonstrations in Naha and Tokyo, with protesters demanding justice and stronger measures to prevent similar occurrences.
Okinawa hosts the largest concentration of US military facilities in Japan, with more than half of the roughly 55,000 American service members stationed across the country based on the island prefecture.
Around 70% of land exclusively used by US forces in Japan is located there.
Local opposition to the military presence has persisted for decades, with residents citing sexual offences, assaults, traffic incidents, aircraft accidents and noise among their concerns.
A 2016 murder and rape involving a former US Marine sparked huge demonstrations, while another case in 1995 involved three American servicemen abducting and assaulting a 12-year-old girl.
Japanese authorities recorded four sexual-assault cases involving US troops in Okinawa during 2024.
In 2025, another Marine was convicted of choking and sexually assaulting a Japanese woman.
Since Okinawa returned to Japanese administration in 1972, the prefectural government says thousands of arrests connected to US military personnel have been recorded.
The latest case has therefore reignited long-standing debate over the presence of American forces, with residents calling for stronger safeguards and greater accountability.
Local resident Hitomi Miyagi, a mother of two, said many people still feel uneasy living alongside the military presence and vowed that residents would continue demanding a peaceful environment.
